House Resolution 117 to start impeachment proceedings against Quincy Township Supervisor Kerry Bumbaugh passed the House Judiciary Committee on Friday, according to the bill’s sponsor, Rep. Paul Schemel (R-Franklin), and committee chairman Rep. Rob Kauffman (R-Franklin).
If the resolution passes the full House, the Judiciary Committee would be tasked with investigating whether Bumbaugh should be impeached for misbehavior in his elected office. On May 26, the Pennsylvania Office of the Attorney General charged Bumbaugh with 17 criminal counts, including theft, forgery and tampering of records. He waived a preliminary hearing.
The resolution would authorize the Judiciary Committee to subpoena witnesses and documents, take testimony, and prepare legal documents for the Legislature to use when determining whether Bumbaugh should be impeached.
“My concern is Mr. Bumbaugh remains in a position through which he could continue to misuse township resources. I’d hope that he would resign, but if not, these impeachment proceedings are warranted,” Schemel said. “Impeachment is an extraordinary action because it involves the potential removal of a duly elected official.”
“We have all seen the extensive grand jury presentment that was handed down just weeks ago. I’m gravely concerned that he continues to remain in office while the court case proceeds,” Kauffman said, echoing Schemel’s call for Bumbaugh to resign.
